Today, marks the Professional Regulation Commission's (PRC) more than four decades of excellent delivery service, keeping the commitment it has vowed to uphold for the public.

As the PRC commemorates its 47th founding anniversary with the theme “Sustaining the Culture of Excellence and Leadership in the ASEAN Region”, it continues to provide world-class professionals who are now serving as frontliners in this time of the pandemic.

Since its creation on June 22, 1973, through Presidential Decree No. 223, the Professional Regulation Commission has continuously become the instrument of the Filipino people, in securing competent professionals and ensuring that their professional practice meets standards that are globally recognized.

“In its 47 years of service, the Commission continues to strive for quality and efficient service to professionals, both domestic and overseas, through continuous development of economic, cultural or educational agreements, among others, that will not only expand opportunities for them but will also allow them to exhibit their qualifications and competence everywhere, including the ASEAN Region”, said Chairman Teofilo S. Pilando Jr.

While no celebratory activities will be held due to restrictions brought by the ongoing pandemic, the PRC shares its significant accomplishments in its service to the Filipino people in sustaining the culture of excellence and leadership.

In the local setting, PRC had pioneered the automation of its services through its Licensure Examination Registration Information System (LERIS) and had partnered with the country’s leading payment channel providers, to provide maximum convenience to its clients and stakeholders as they can transact with PRC, anytime, and anywhere. More service centers nationwide were opened to cater to the needs of its stakeholders, removing the burden of traveling to PRC main and regional offices to transact their business.  At present, PRC has a total of twenty-three (23) Offsite/Service Centers situated in Robinsons Malls and other government establishments, and four (4) OSSCOs. Another six (6) Service Centers will be opening soon in various locations nationwide.

Moreover, ongoing is the PRC's infrastructure projects that will give rise to additional regional offices’ buildings and examination centers to better serve its clients.

In the ASEAN Region, PRC has actively participated in various programs related to the recognition of the qualification of professionals. Last year, PRC has been the lead agency in the implementation of the Mutual Recognition Agreements (MRAs) and has chaired the ASEAN Joint Coordinating Committees on Medical Practitioners, Nursing, and Dental Practitioners. PRC, which chairs the ASEAN Monitoring Committee on Architectural Services, continues to host the ASEAN Architect Congress, ensuring collaboration among the ASEAN countries.

To further improve the implementation of the ASEAN MRAs, PRC has been active in participating various meetings of the Inter-Agency Committee on Services and continue conducting consultations with several government agencies including the Department of Public Works and Highways, Department of Finance, Bureau of Internal Revenue among others for the possibility of providing incentives to the Filipino Professional Accountants and ASEAN Architects.

Likewise, with the implementation of Republic Act No. 10968, or the Philippine Qualification Framework Act, PRC leads the International Alignment Working Group in initiating comparability and benchmarking activities with other countries and actively participates in the various activities of the ASEAN Qualifications Referencing Framework.

With all its accomplishments, PRC will continue to work together in a concerted and collaborative fashion, bound by a common purpose, sustained by the principles of professionalism, accountability, and excellence, in providing quality service to its stakeholders.
