IRR for Expanded Career Progression for Public School Teachers signed
MANILA, PHILIPPINES – Earlier, on July 26, 2024, the Ceremonial Signing of the Implementing Rules and Regulations (IRR) of Executive Order (EO) No. 174, otherwise known as the “Establishing the Expanded Career Progression System (System) for Public School Teachers” was held at the Bulwagan ng Karunungan, Rizal Building, Department of Education, Pasig City.
Aiming to address long-standing concerns about the slow promotion of public school teachers, EO 174 was issued on June 23, 2024. Led by the Secretary of the Department of Education (DepEd), Hon. “Juan Edgardo “Sonny” Manalang Angara, along with the members of Inter-Agency Committee: the Department of Budget and Management (DBM) through its Secretary, Hon. Amenah F. Pangandaman; the Commissioner of the Civil Service Commission (CSC), Hon. Ryan Alvin R. Acosta; the Professional Regulation Commission’s (PRC) Chairperson, Hon. Charito A. Zamora, signed the jointly formulated IRR to implement the provisions of EO No. 174 effectively.
As the System aims to complement other career pathways for professional teachers outside the basic education school system, the PRC is tasked to define such career pathways. It is also mandated under the IRR to harmonize the Qualification Standards (QS) for teaching positions in the public school system, specifically in the elementary and secondary levels, including Senior High School teaching positions in coordination with the DepEd and CSC.
This significant undertaking paves the way for promoting professional development and career advancement among public school teachers and defines the career lines of teachers within the public school system.
Joining this significant and momentous event were the Chairperson of the Committee on Basic Education and Culture, Hon. Roman T. Romulo, PRC Commissioner Erwin M. Enad, Assistant Commissioner, Hon. Lord Louis P. Valera and the Chairperson of the Professional Regulatory Board (PRB) for Teachers, Hon. Rosita L. Navarro.
The PRC, as one of the lead agencies in implementing the Expanded Career Progression System for Public Teachers, shall ensure the efficient realization of its tasks under the EO and its IRR viz-a-viz its mandate in regulating the practice of the teaching profession in the country.
As educators are set to benefit under the EO and its IRR, the System is hoped to further strengthen the nation’s educational system, thus, ensuring a significant career advancement for the Filipino educators, for a better and brighter Kabataang Pilipino para sa Matatag na Kinabukasan ng Bagong Pilpinas.
